1. It appears that these men could not have been examined by a competent physician or surgeon.

2. I consider that the interest of the Government requires that appropriate measures be taken to prevent men in such physicial condition being sent here.

1. I recommend that steps be taken to remove J. W. McNeill, M. D., from the office of Examining Physician for the Local Board at Fayetteville, Cumberland County, N. C.

2. Sixty-six per cent of men in one party rejected for such apparent defects as are listed here would seem to indicate marked inefficienty in the performance of the duties of the examining physician. The expense to the Government for transportation, pay, and subsistence of these men from the date of call to the date of rejection is considerable and is wasted. The delay in training of organizations due to receiving unfit men is a matter which in my opinion must be obviated by every possible means.
