Dear Sir:-

We have your favor of the 30th with enclosure from Mr. Charles E. Banks, Chief Medical Advisor of War Risk Insurance, and in reply to question three, we will say that the matter of caring for mental cases that occur among troops was taken up with us about a year ago, which was understood that troops from the Eastern District of North Carolina would be sent to us. We agreed to take twenty-five and have been holding vacancies for them.
