Biographical Description

Charles Edward Banks was born on July 6, 1854, in Portland, Maine. During World War I, he was a senior surgeon for the United States Public Health Service and the chief medical adviser for the War Risk Insurance Bureau. He died in Hartford, Connecticut, on October 21, 1931.
