His Excellency, T. W. Bickett

Sir:-

I am in receipt of your letter in regard to the number of insane colored soldiers discharged from the military service this institution will be able to accommodate.

In reply will say that I brought this matter to the attention of our Executive Board some time ago and they instructed me to admit ten of this class should application be made for them.
