I Return you my thanks for your congratulations on the great and glorious Success of His Majestys Arms in the West Indies.

I am not conscious of having refused you an Opportunity of considering the Interior Government of the Province, on the Contrary I have frequently by calling you together put it in your Power to take the Same into your consideration, and if by your endeavouring to infringe upon His Majestys just prerogatives, I have been Obliged to prorogue or Dissolve you, the blame must lye upon your Selves.

I shall not enter upon any discussion of your pretentions against the Kings Prerogatives or my Instructions, but if on Your passing any Bills, you will Attend me with the heads of them, I shall let you know how far I can go in passing of them.
