My dear Governor;

One A. H. Nixon of this county has presented to this office a commission from you to act as a Notary Public for a term of two years. This man is a negro, and this office has refused to qualify him as such officer until we have heard from you as it has not been customary to have negro notaries and we thought that perhaps you were not aware at the time you issued this commission that this person was a negro.

This office will be glad to have a communication from you advising us what our duty is in the matter.
