I desire to recommend the appointment of J. H. Michael, Principal of Hill Street colored school, of this city, as a Notary Public. He is, of course, a man of good character, and is in every respect qualified for the office of Notary. P. J. Swepson, a colored citizen residing on the same street, formerly held the office of Notary, and he did quite a good deal of business, and lawyers of Asheville, who had papers to be executed by colored people, found it quite a convenience to employ him in this behalf. I do not know myself, exactly what is necessary for one to do in order to place himself in a position to receive a commission, but whatever steps are necessary, Mr. Michael is ready to take. I know there are some fees which are necessary to be paid before the commission is issued, but I do not know the amount.
