Joel Gilbert was born in Perquimans County, North Carolina on April 11, 1747. A Quaker Gilbert later moved to Northampton and Wayne Counties. In 1780 he signed a petition from the Wayne County Quakers to the North Carolina General Assembly asking for reconsideration of the taxes levied on Quakers. Gilbert died in Morgan County, Ohio on February 15, 1839.
