Carl Wendell Bell was born on September 10, 1888, in Wake County, North Carolina. Bell was appointed by Governor Thomas W. Bickett to serve as one of two physicians to the prison and the Department for the Criminal Insane in March 1917, a position he held until inducted into the Army Medical Corp in October 1917. He died in Morehead City (Carteret County) on June 29, 1953.
