Biographical Description

Joshua Toomer (died 1763) was a tanner from South Carolina who settled in New Hanover County by 1747. He served as notary public, postmaster, and coroner in colonial Wilmington. In 1755 Tom, an enslaved man was charged with stealing from Toomer's home. Even though Toomer was the victim, as an owner of enslaved people Toomer was allowed to serve as a judge in the case and found Tom guilty of the crime.
