James Eugene Rankin was born in Cocke County, Tennessee, on April 27, 1845. Rankin was a prominent banker in Asheville, where he served as mayor, as Chairman of the Buncombe County Board of Commissioners, and as president of the Buncombe County Good Roads Committee. He died in Asheville on February 14, 1928.
