Biographical Description

Isaac Carter was a resident of Hertford County, North Carolina. An owner of enslaved people, he was a member of the local freeholders court which heard cases involving enslaved people. During the American Revolution, he served as a captain in the Hertford County Regiment of the North Carolina Militia. He died in Hertford in July 1792.
