Biographical Description

Edwin Toomer Huggins was born on March 16, 1872, in Wilmington, North Carolina. Huggins was a clerk for the Atlantic Coast Line Railroad who helped lead a movement to combat profiteering and overinflation in food, clothing, and housing in post-war (World War I) Wilmington. He died in Wilmington on August 2, 1947.
