Biographical Description

Richard Irvine Manning III was born in Sumter County, South Carolina on August 15, 1859. Manning was a businessman and banker who served as a South Carolina state legislator and governor of South Carolina from 1915 to 1919. He died in Columbia, South Carolina on September 11, 1932.
