Biographical Description

James Howard was a resident of Onslow County, North Carolina. A local justice of the peace, in 1769 he heard a case involving Cuff, an enslaved man found guilty of a crime. Howard later represented Onslow in the North Carolina General Assembly in 1779 and 1783. He died in Onslow County in about November 1790.
