Henry Lockey was born in Beaufort County, North Carolina in about 1730. In 1769 he became the sheriff of Beaufort County and in 1770, as an owner of enslaved people, he served on the local freeholders court which heard cases involving enslaved people. He died in Beaufort in about 1774.
