My dear Mr. Cansler:-

Your letter received, and I assure you that I am deeply in sympathy with its spirit. It has been very difficult to formulate general rules for the government of local and district boards. In order that unnecessary suffering and hardship may be avoided, I addressed the other day a letter to the Provost Marshal General, copy of which I enclose to you. It seems to me that the plan outlined in the letter would do much to relieve the situation in this State.

Of course you will treat the copy sent you as entirely confidential, as I do not want to discuss the plan unless it shall be approved by the War Department.
