Dear Governor:
I enclose you herewith some afidavits which are exact copies of the originals which I have, which show that most reprehensible conduct is being engaged in by one Mr. Pepper, Clerk of the Local Exemption Board for Stokes county. If these affidavits are true this man should be removed at once and this information given to the Department of Justice. I feel sure that such conduct is not only a violation of the Selective service act but deserves to be rebuked by dismissal from the service.
I present this to you in this form in order that it may receive immediate attention.
