I earnestly urge you to make a personal visit to Wilmington, North Carolina, to examine the facilities afforded by that port for building ships and as a shipping base. This invitation is extended in behalf of the entire State, and I shall be more than glad to join you in Wilmington if you will advise me when you can go. I am sending this urgent invitation because of my faith that when you see you will believe.
