My dear Mr. Harrell:

Your letter received and very carefully considered. You are a lawyer, and will understand that, under the regulations, I am permitted to give to the local boards general instructions applicable to all cases coming before them, but I am without power to review the findings of either local or district boards. Judgment and common sense must be applied to each particular case. I think that most of the boards are placing men in your condition in Class 2. I think that if your Local Board would certify to the District Board the facts set forth in your letter, the District Board would probably confirm your original classification by the Local Board in Class B.
