My dear Mr. McNeill:-

Please accept my thanks and express my appreciation to the citizenship generally for their co-operation in bringing in the delinquents and deserters of Ashe county. Please get out the word that the same terms will be given all who come in between now and the 15th inclusive. You can send such delinquents and deserters to camp with one of my letters and such officer or officers as you may designate. I am much gratified at the results in Ashe county and the people of the whole State are highly praising the action of the good citizens of Ashe.
