Dear Governor:-

I am enclosing, herewith, two vouchers, one for J. Bis Ray the other for Charles Hutchins.

I am also enclosing you Watson's letter, as you may see the expense he is in and has been all the time.

When our commission first met we employed J. Bis Ray as our attorney and Mr. Watson immediately began finding complaints with his work and without my knowledge employed Charles Hutchins and A. Hall Johnston, and to keep down trouble I told Mr. Ray that he was to remain in the case. At the same time, I think Mr. Johnston has done more work than all of them put together.

If for any reason you do not approve of the two enclosed vouchers, kindly return them to me and not to Watson.
