Enclosed I hand you copy of letter which this department has received from the Department of State at Washington. also copy of a letter from the Imperial Embassy of Russia which accompanied the letter from the office of the secretary of State. I ask that you take this matter up with the proper authorities for investigation. When you have gathered such information as you may be able, will you kindly report your findings to this department, so that they may be conveyed to the Department of State in Washington?
