Dear Sir:-

Yours of February 12th received. Replying I have to say that Mr. W. P. Stacey of Wilmington was appointed a director of the Agricultural & Mechanical College for the colored race at Greensboro, North Carolina, and not of the Agricultural & Mechanical College for white people at Raleigh, as your letter would indicate. Much difficulty has been experienced in securing white people to accept appointments for this institution, and discharge the duties pertaining to their office. As the state contributes considerable money to this college, it is very necessary that it be superintended by competent white people.

I trust that this explanation will satisfy you that the Governor is right in his efforts to properly care for this institution supported by the state.
