My dear Sheriff:-

Yours just received, and under the law I would not be permitted to have the insane Indians placed in the Department for the Criminal Insane in the Penitentiary. The Penitentiary authorities are not permitted to receive prisoners in this department save such as have been committed on account of the commission of some crime. I may, however, try to make provision for some additional room at the State Hospital here and hope to be able to do this in a very short time. I assure you that I shall do everything possible to relieve this situation.
