Enclosed herewith find letter from Senator Gray. After reading the letter please return it. I think the contents should be treated as confidential.

I have wanted to see you and discuss this matter for some time, but have not found it convenient to go to Raleith when you were there. In my opinion the Legislature did nothing more important, and probably nothing more popular than to enact the legislation in regard to the State Prison. I fear the failure to carry out the wishes of the General Assembly will not only result in criticism, but in much injury to the State and to an unfortunate class of our citizens. Is it not possible to have something done about it? I would very much appreciate your views in reference to this matter.
