My dear sir:-

The Council of National Defense has suggested that the Governor of each state appoint a State Council of Defense to cooperate with the national body in all matters pertaining to the defense of the nation.

It is obvious that duplication of efforts should be avoided and in pursuance of that idea we are taking the liberty of sending you the names of the committee of prominent physicians who have been appointed to represent the Council of National Defense in your state. This committee has been giving valuable service to the Medical Section of the Council of National Defense and is thoroughly in touch with our national problems.

It would be a matter of satisfaction to us and we believe to the interest of the Council of both the nation and the state, if you would recognize this committee by appointing the full committee as medical representatives on the State Council of Defense or if that does not seem advisable, that substantial representation on your committee be given those serving on our committee.

In the accompanying enclosure you will find the names of the medical committee at present representing the Council of National Defense in your state. Trusting this matter will receive your serious consideration and that you will notify us of your action in order that we may cooperate with you in every way, we are
