My dear Gov. Bickett:

I enclose copy of letter sent by this Committee to the President of the commercial organization (or, in towns where there are none, to the Captain of the Company) in each town in which there is a unit of the Third Regiment. To this letter only two replies were received, promising co-operation---from the Raleigh Chamber of Commerce and from Capt. W. A. Graham, of Co. H, Warrenton.

In view of this meagre response, we have gone ahead with our plans for an active local canvass for recruits. However, understanding that you have the power of putting selective conscription into effect, and also seeing reports that you contemplate using this power, we beg to say that, in view of the state of recruiting in North Carolina generally we think your use of that power the best solution, as, in our opinion, the most desirable soldier material will thereby be obtained.
