Letter from Cansler says “Was in attendance upon meeting of District Board at Statesville yesterday, and found conditions about as chaotic as they have been all along. My opinion the whole clerical force will have to be reorganized before satisfactory results can be obtained.” In view of this opinion of Mr. Cansler I think Mr. Scott should proceed to systematize work. I hope he can retain all members of present force. The matter is entirely an impersonal one, as efficiency is the only thing anyone has a right to consider. Am writing your and Mr. Scott full letter.
