My dear Mr. Whitehurst:-

I have your letter of September 21st In Re Elbert McDonald Dunn, who has been refused exemption by the local board of Pamlico county. I have read the affidavit which you enclose, and find that no question of law is involved. This being true I have no authority under the law to order this case re-opened; however, I will say this and you are at liberty to use it with the local board:- If the facts are as stated in this affidavit, and if I were a member of the local board of Pamlico county, I would certainly exempt this young man. In doing so I would be acting in full accord with the President’s suggestion to boards of exemption that they do not call married men into service if the quota can possibly be filled without so doing.
