Dear Sir:

I send you copy of a letter received this morning, which I think deserves serious attention. If the facts stated in this letter are correct, then young Avera’s mother is nor dependent upon him, and he ought not be exempted. I sincerely trust that your board will reopen this case, and notify Mr. John C. Stout, Architect, Rocky Mount, N.C., and request him to file affidavits from citizens in Rocky Mount, substantiating the statements which he makes in his letter.
