My dear Sir:-

If I had the power I would instantly issue an order for the servant of Dr. Green to be placed in Class 4. I would do this both on public and personal grounds. The truth is, however, that I am without a vestige of authority in the premises. I can only interpret rules and regulations, and it is for the local and district boards to apply the principles to all cases before them. The classification of this man is entirely in the hands of the local and district board, and I trust that some way may be found by you to secure from the District Board a deferred classification for this man.
