My dear Governor:-
I herewith return the letter of Senator Simmons together with his memorandum. I am glad that we will have no trouble from Washington and consider the matters closed; but I had positive information that certain shirkers were appealing to Senator Simmons and Congressman Doughton at the time I wrote you.
I have enclosed the original letters referred to in my former letters to Major J. D. Langston with a request that he show same to you and return for our files.
