To: The Governor of the State of North Carolina, Raleigh, N.C.

Subject: Desertion.

1. Orders will be published shortly which it is believed will thoroughly impress on the recruit the gravity of the crime of desertion in time of war. The Articles of War provide that the Statute of Limitations does not apply to this crime, committed during War.

2. I take this opportunity of thanking you for your patriotic interest and help in this matter.
