My dear Governor:-

I am enclosing herewith report and findings of the Committee appointed by you to investigate the alleged assault on the jail at Graham, N.C., and the conduct of the troops on the night of the 19th. of July, 1920.

I am also enclosing itemized expense accounts of Judge Whedbee and my self. I will write Colonel Boyden to send his expense account to you.

You will note that the report states that we submit copy of the testimony taken by us. The copy of the testimony delivered to you by Mr. Emanuel is the copy, which we intended to accompany our report.

I am also enclosing copy of the affidavit to be filed with the report and testimony.
