Harriett Proctor (née Hoover) was born on September 14, 1862, in McDowell County, North Carolina. She married Rufus Proctor on October 27, 1881. She worked as a laundress in Marion, North Carolina. Harriett died in Marion (McDowell County) on December 9, 1939.
