Charles Blount was born in Chowan Precinct, North Carolina on October 31, 1722. An owner of enslaved people, Blount sat on a local freeholders' court in 1752 which heard cases involving enslaved people. He later was a member of the Edenton Committee of Safety, attended the Provincial Congress, and was a lt. colonel in the Perquimans County Regiment of the North Carolina Militia. He died in Perquimans on March 11, 1785.
