Charlie Lacy Elliott was born in Cumberland County, North Carolina, on April 24, 1899. Though he registered for the draft and was singled out by Gov. Thomas W. Bickett for service during World War I, he doesn't seem to have actually been inducted into the military--he had no service card and the 1930 census has "no" written in the column designating veteran status. Elliott was a minister later in life. He died in Fayetteville on August 23, 1968.
