Thomas Ruffin Jr. was born on September 21, 1824, in Hillsborough (Orange County), North Carolina. Ruffin was a lawyer, North Carolina Supreme Court Justice (1881 to 1883), and Confederate veteran. He helped to prepare the contract for the sale of the Western North Carolina Railroad. He died on May 23, 1889 and was buried in Hillsborough.
