Dear Sir:-

I notice that in the case for special elections to elect members of the Legislature where there are vacancies that no reference is made to the case of Mr. Scott, Senator from Alamance, who holds the office of Director of the Deaf & Dumb School at Morganton. The lawyers here tell me that he forfeited his seat as Senator when he accepted the position of Director. I very much regret that you saw best to reappoint him as a director. His conduct as such & as Senator has been very offensive to the great majority of the deaf people in N.C. We would be glad to have some one else. In this regard I wish to make the request that in case of a vacancy on that board that you will give the N.C. asso. of the Deaf an opportunity to be heard before filling the vacancy. I think the unfairness of a policy, such as has been followed, of men on that board becoming candidates for the Legislature &, when elected resigning as directors for the Legislative session, & then going back on the board, is obvious. They have been sitting in the Legislature & serving on committees of the Senate & House & passing judgment on their own acts. I am afraid that there is going to be a big row over that school in the near future. The deaf people & their real friends are dissatisfied with things and no amount of "self-white washing" such as mentioned above is going to remedy matters.
