Hearing that the position of Superintendent of Convicts on the Western N. C. Rail Road, now held by Maj. R. P. Atkinson, is to be consolidated with that of Superintendent of Construction, and that it will devolve on you to elect an incumbent for the latter position, we would most respectfully recommend to your favorable consideration the name of Maj.
