March 31, 1919.

Mr. Jno. S. Bowen,
Altapass, N.C.

Dear Sir:-

Yours of March 28 to Governor Bickett has been referred to this office for answer.

Section 5 of the recent dog tax law provides: “No person shall allow his dog over six months old to run at large in the night time unaccompanied by the owner or some member of the owner’s family, or some other person by the owner’s permission”. You will observer that dogs can run at large at night when accompanied by some member of the owner’s family or some other person by the owner’s permission.

We would suggest that it is important that your Beagles shnuld run at large at night, that you avail yourself of the means suggested by these clauses. This is the only way that they can be permitted to run at large at night without offending against the law.

Yours very truly,

Attorney-General.
