Dear Governor,

On my return home to day I find your letter of the 13th, giving your views on the State Farm and the Penitentiary, asking my views on the same. I certainly agree with you on this proposition, A change should be made, for we have a great and good farm at Tillery, capable of producing big returns if properly handled, the present system of course should be changed, & in my opinion your views are entirely correct for getting better results on a more economic basis, thereby putting the institution in better shape & self sustaining.
