The North Carolina State Council of Defense in session at Raleigh yesterday expressed the earnest hope that three of the cantonments be located in this State. The Council assures you that it will co-operate with you in every possible way to perfect and maintain sanitary conditions and will use all of its committees and agencies to promote the comfort and convenience of the troops.
