Yours received, and I have to say that the matter to which you refer is one that is addressed to the discretion of the Local and District boards. It would be improper for me to make any suggestion to these bodies as they are charged with the duty of carefully investigating every case in which under all the circumstances he will be of the greatest service to the public.
