Dear Sir:-

I went to see Governor Bickett some weeks ago and discussed the advisability of his writing a personal letter to all sheriffs informing them that a Special Agent of the Department of Justice, with headquarters at Wilmington, had been sent to this State to assist the State and County officials to preserve law and order, and he, as Governor of the State, request the sheriffs to report to me all violations of the Federal Law which came to their notice, reporting pro-German or disloyal, remarks, or men who had failed to register, or men who had registered and had failed to answer the call, and in all cases which in their opinion that been exempted under false claims. This letter has not been written by the Governor, and I assume that he has forgotten it, and I would appreciate it if you would call this matter to his attention.
