Sir:

The Du Pont Engineering Co. refused to pay the license tax for soliciting labor to go out of the state. You have had some correspondence with Mr. Coleman C. Cowan of this place relative to this matter. The State Treas. says collect the license tax. Mr. Hammer, U. S. Att’y. says that we cannot collect the tax, and that the State authorities are wrong. We would like to know what we are to do in regard to agents soliciting labor for companies that are working government contracts.
