My dear Governor:

The Navy Department is contemplating the establishment of a Naval Air Station in the vicinity of Morehead City, N.C. The Board which recently made an inspection of this vicinity reports that the Adjutant General of the State informed them that he was authorized by you to say that the property known as Camp Glenn, together with the buildings and improvements thereupon, is available for use by the Navy.

It is requested that this statement be officially confirmed, in order that it may be made a matter of record.

The Board reports that there exists to the southward of the proposed site, a fish oil factory, which gives off an odor so objectionable as to be considered a public nuisance, and which would probably be detrimental to the efficient operation of the proposed air station, and to the discontent of the personnel attached thereto. It is highly desirable that steps be taken to abate this nuisance, which it is understood can be done by chemical treatment of the vapor discharge, and is requested that this matter be taken up by the State authorities, in order that the air patrol for the protection of shipping off the North Carolina Coast, may be established as soon as possible.
