Dear Governor:

The enclosed will explain itself.

We are up against it with our development of the Wateree proposition, which we absolutely need, by reason of our failure to secure the necessary money through the usual channels of New York and Boston, to which we have heretofore applied. We are, therefore, going up to the War Finance Corporation for assistance. It seems that we must first have the endorsement of the War Industries Board, and we want to get a letter from you after you have read this statement of ours, saying that in your opinion this development is not only justified but necessary at this time, for reasons which we set forth. In other words, endorse the prosecution and completion of this work.
