Dear Sir:

We have inaugurated a “States Welcome Home” program here for the 500,000 overseas boys who are yet to return home through this port. Being the first point of contact we are going to make the boys realize that the prople of this country are glad they are home.

The American Red Cross have assigned to us one of their men from each of the thirteen Red Cross Divisions so that the boys may be sure to meet someone from their part of the country. From the Southern Division comes Mr. J. W. Brownlee who is looking after the boys from Tennessee, Georgia, North and South Carolina and Florida. As Mr. Brownlee is representing your State, we ask that you write a letter designating him as the North Carolina Welcome Home Representative for this port; his entire expenses of course to be borne by our organization.

We heartily recommend Mr. Brownlee and you can make further inquiry regarding his character and qualifications from Z. Bennett Phelps, Direcot Southern Division, American Red Cross, Atlanta, Ga.
